A proposito, il CTE ricorsivo utilizza OUTER APPLY perché MS SQL Server non consente l'utilizzo di un LEFT OUTER JOIN lì.
E se è certo che c'è una profondità massima di 1 livello per l'upid con un budget?
Allora bastano semplici join a sinistra e una coalesce.
Ad esempio:
