Sto usando Windows 10.

Verifica:

mysql> SELECT VERSION();

mysql> SELECT `VARIABLE_VALUE`

    -> WHERE `VARIABLE_NAME` = 'secure_file_priv';

Se devi cambiare il percorso, devi farlo nel my.ini file:

# Secure File Priv.
secure-file-priv="V:/NEW/PATH/TO/MySQL Server/Files"

quindi riavvia MySQL:(nel mio caso):

V:\>net stop MySQL

V:\>net start MySQL
