Puoi unirti al location_distance tabella due volte usando un LEFT JOIN e poi usa il COALESCE() funzione per restituire il valore corretto per la distance :

  coalesce(ld1.distance, ld2.distance) distance

left join location_distance ld1

  on ld2.toLocid = ot.toLocid
  and ld2.fromLocid = ot.fromLocid
