Per spiegare un po'; prima si uniscono in modo incrociato entrambe le tabelle e ciò dovrebbe comportare un prodotto cartesiano, in questo modo:
mysql> SELECT * from table2 cross join table1;

da quel punto, seleziona semplicemente le righe che hanno una stringa contenuta in un'altra (INSTR(permission, t2id) => mappatura dei permessi sugli ID), ti ritroverai con questo:

ora basta aggregare i risultati con GROUP_CONCAT...
