Questo errore:
ORA-06531: Reference to uninitialized collection
significa che hai una collezione che non è stata inizializzata prima di usarla, ad esempio:

Come puoi vedere, ho il ORA-06531
errore, è perché non ho inizializzato l_emps
variabile, devo aggiungere l_emps := t_employees();

Quindi dai un'occhiata ai sorgenti di tutte queste procedure PL/SQL, il problema è in loro.
