IF EXISTS condizione non funzionante con PLSQL

IF EXISTS() è semanticamente scorretto. EXISTS condition può essere utilizzata solo all'interno di un'istruzione SQL. Quindi potresti riscrivere il tuo blocco pl/sql come segue:

Oppure puoi semplicemente usare count la funzione determina il numero di righe restituite dalla query e rownum=1 predicato - devi solo sapere se esiste un record:
